Choosing the Best IVs
In CP-limited leagues, Pokémon with lower Attack IVs and higher Defense, HP, and levels are usually stronger than perfect IV Pokémon. This is because of how CP is calculated.
A Pokémon’s CP and actual battle stats are determined by its base stats, IVs, and level. However, the CP formula weighs Attack much more heavily than Defense and HP.
Trainer Battles, on the other hand, are decided by a Pokémon’s actual Attack, Defense, and HP stats. Since Attack contributes more to CP, investing too much in Attack means sacrificing Defense, HP, and level under the same CP cap, resulting in lower overall bulk.
A simple analogy is to imagine the CP limit as the height limit of a tower. Your Pokémon’s actual stats are the stones used to build the tower. Attack is a large stone, Defense and HP are smaller stones, and each level adds another floor. The goal is to fit as many stones as possible within the height limit, maximizing your total stats.
In Trainer Battles, dealing one extra point of damage is valuable, but surviving with 1 HP to fire off one last Charged Attack is often even more important. For this reason, Defense and HP are generally more valuable than Attack in CP-limited formats.
